CONTRACT — PUBLIC OFFER
for education under supplementary educational programs

Federal State Budgetary Educational Institution of Higher Education "Kemerovo State University," hereinafter referred to as the "Provider/KemSU," carrying out educational activities under License No. 2717 (registration number of license L035-00115-42/00097166), issued on February 14, 2018 by the Federal Service for Supervision in the Sphere of Education and Science for an indefinite term, represented by the Vice-Rector for Digital Transformation, Roman Mikhailovich Kotov, acting under Power of Attorney No. 218 dated December 11, 2025, hereby offers to any individual who has reached the age required under the legislation of the Russian Federation for accepting this offer (hereinafter referred to as the "Offer") and who possesses the relevant legal capacity, hereinafter referred to as the "Customer," to enter into an educational services contract (hereinafter referred to as the "Contract") on the following terms.
1. Subject of the Contract1.1. The Provider undertakes to render an educational service, and the Customer undertakes to pay for the educational service under the continuing education program "FMGE – Histology and Embryology," study format: online, within the framework of the federal state educational standard or federal state requirements, in accordance with the Provider's curricula, including individual curricula, and educational programs.
1.2. As of the date of signing the Contract, the duration of the educational program is 40 hours.
1.3. Upon completion of the educational program by the Customer and successful passing of the final assessment, the Customer is issued a Certificate (upon request).
1.4. The terms below are used with the following meanings:
1.4.1. "Contract" — this Contract — an Offer for education under supplementary educational programs. The text of the Offer is posted on the Website at: http://addedu.kemsu.ru/.
1.4.2. "Website" — the Provider's webpage supporting delivery of the Program, located at: http://addedu.kemsu.ru/.
2. Rights and Obligations of the Parties2.1. The Provider undertakes to:2.1.1. Enrol the Customer, who has met the admission requirements established by the legislation of the Russian Federation, the Provider's founding documents, and the Provider's local regulations, as a Student (Listener).
2.1.2. Provide the Customer with information on the provision of paid educational services in the manner and to the extent required by the Law of the Russian Federation "On Protection of Consumer Rights" and the Federal Law "On Education in the Russian Federation."
2.1.3. Organize and ensure proper provision of the educational services specified in Section 1 of this Contract. Educational services are provided in accordance with the federal state educational standard or federal state requirements, the curriculum, including an individual curriculum, and the Provider's class schedule.
2.1.4. Provide the Customer with the conditions for mastering the chosen educational program.
2.1.5. Accept payment from the Customer for the educational services.
2.1.6. Ensure respect for the Customer's human dignity, and protection from all forms of physical and psychological violence and insult, and protection of life and health.
2.1.7. Conduct classes in accordance with the approved schedule and program.
2.1.8. Retain the Customer's place in the event of absence from classes for valid reasons (subject to payment for the services specified in Section 1 of this Contract).
2.2. The Provider has the right to:2.2.1. Independently conduct the educational process and establish grading systems, and the forms, procedure, and frequency of interim assessment.
2.2.2. When implementing educational programs, in accordance with Article 16 of the Federal Law "On Education in the Russian Federation," apply e-learning and distance learning technologies. In this case, classes need not be conducted through direct interaction between a teaching staff member and the Customer in a classroom.
2.2.3. Apply incentive measures and disciplinary sanctions to the Customer in accordance with the legislation of the Russian Federation, this Contract, the KemSU Charter, and KemSU's local regulations.
2.3. The Customer undertakes to:2.3.1. Pay in a timely manner for the educational services specified in Section 1 of this Contract, in the amount and manner determined by this Contract, and provide payment documents confirming such payment.
2.3.2. Comply with the requirements established in Article 43 of Federal Law No. 273-FZ of December 29, 2012, "On Education in the Russian Federation," including:
2.3.2.1. Complete the assignments for class preparation provided for in the curriculum, including an individual curriculum.
2.3.2.2. Notify the Provider of the reasons for absence from classes.
2.3.2.3. Study under the Provider's educational program in compliance with the requirements established by the federal state educational standard and the curriculum, including an individual curriculum, of the Provider.
2.3.2.4. Comply with the requirements of the KemSU Charter, internal regulations, and other local regulations of the Provider.
2.3.2.5. In the case of study using distance learning technologies, the Customer shall ensure the security and confidentiality of data processed in the Moodle distance learning system of KemSU's Additional Education Department (URDO), access to which is provided by means of an individual login/password sent to the specified mobile phone number.
2.4. The Customer has the right to:2.4.1. Receive information from the Provider on matters relating to the organization and proper provision of the services specified in Section 1 of this Contract.
2.4.2. Be granted academic rights in accordance with Part 1 of Article 34 of Federal Law No. 273-FZ of December 29, 2012, "On Education in the Russian Federation." The Customer also has the right to:
2.4.2.1. Contact the Provider on matters relating to the educational process, and receive complete and reliable information about the assessment of their knowledge, skills, and abilities, as well as the criteria for such assessment.
2.4.2.2. Use, in the manner established by local regulations, the Provider's property necessary for mastering the educational program.
2.4.2.3. Take part, in the manner established by local regulations, in social, cultural, wellness, and other events organized by the Provider.
3. Cost of Training and Payment Procedure3.1. The total cost of the paid educational services for the entire period of the Customer's training is:
1,000 (one thousand) rubles 00 kopecks.

An increase in the cost of paid educational services after conclusion of the Contract is not permitted, except for an increase in the cost of the said services to reflect the inflation rate provided for by the main characteristics of the federal budget for the next fiscal year and planning period.
3.3. Payment for training is made before the educational services begin.
3.4. All payments under this Contract are made by transferring funds to KemSU's settlement account, by payment through the Provider's website.
4. Grounds for Amendment and Termination of the Contract4.1. The terms on which this Contract is concluded may be amended by agreement of the Parties or in accordance with the legislation of the Russian Federation.
4.2. This Contract may be terminated by agreement of the Parties.
4.3. This Contract may be terminated early at the Provider's initiative, unilaterally, in the following cases:
a) application to a Customer who has reached the age of 15 of expulsion as a disciplinary sanction;
b) the Customer's failure to fulfil their obligations to conscientiously master the educational program and complete the curriculum;
c) establishment of a violation of the admission procedure to KemSU that, through the Customer's fault, resulted in their unlawful enrolment at KemSU;
d) delay in payment for the paid educational services;
e) impossibility of proper performance of obligations to provide paid educational services due to acts or omissions of the Customer;
f) in other cases provided for by the legislation of the Russian Federation.
4.4. This Contract may be terminated at the Customer's initiative, provided that the Provider is paid for expenses it has actually incurred.
4.5. This Contract may be terminated due to circumstances beyond the control of the Customer and the Provider, including in the event of liquidation of the Provider.
4.6. The Provider has the right to refuse to perform its obligations under the Contract, provided that it fully compensates the Customer for losses.
5. Liability of the Parties5.1. In the event of failure to perform or improper performance of their obligations under this Contract, the Parties shall bear liability as provided for by the Contract and the legislation of the Russian Federation.
5.2. If a defect in the educational services is discovered, including their provision not in the full scope provided for by the educational program (or part thereof), the Customer has the right to demand that the defects be remedied.
5.3. The Customer has the right to refuse to perform this Contract if material deviations from the terms of the Contract are discovered.
6. Dispute Resolution Procedure6.1. Disputes and disagreements that may arise in the performance of this Contract shall, where possible, be resolved through negotiations and claims between the Parties. The period for reviewing a claim is 10 days from the date of its receipt.
6.2. If the Parties fail to reach an agreement, disputes shall be resolved in court in accordance with the applicable legislation of the Russian Federation.
7. Final Provisions7.1. This Contract is concluded by the Customer's acceptance of the Provider's Offer. Full and unconditional acceptance of the Provider's Offer is deemed to occur upon the Customer's payment for the educational services.
Acceptance of the Offer means that the Customer agrees with all provisions of this Contract and undertakes to comply with them.
The Contract remains in effect until the Parties have fully performed their obligations.
7.2. The information specified in this Contract corresponds to the information posted on the Provider's official website on the Internet as of the date of conclusion of this Contract.
7.3. Documents governing the organization and conduct of educational activities, and the rights, obligations, and liability of the customer — in particular, internal labor regulations — as well as amendments and additions to these documents, are posted on the Provider's official website at https://kemsu.ru/ and are binding on the Parties to this Contract.
7.4. The period of provision of the educational service (period of study) means the period of time from the date of the order enrolling the Customer in the educational organization to the date of the order on completion of studies or expulsion of the Customer from the educational organization.
7.5. The place of performance of this Contract is Kemerovo Region – Kuzbass, Kemerovo, 6 Krasnaya Street (the Provider's location).
7.6. The Customer represents and warrants to the Provider that:
— there are no other legal obstacles, depending on the Customer, to the conclusion and performance of this Contract by the Customer;
— all information provided in connection with this Contract is true, complete, and accurate, and the Customer has not concealed any circumstances that, if discovered, could negatively affect the Provider's decision to enter into this Contract.
These representations are material to the Provider.
7.7. The Customer shall notify the Provider in writing of any intention to unilaterally withdraw from performance of this Contract.
7.8. By accepting this Contract, the Customer confirms that it has reviewed the documents specified in clauses 2.1.2 and 7.3 of this Contract.
7.9. In all other respects not provided for by this Contract, the Parties shall be governed by the legislation of the Russian Federation.
